You cannot have free and paid accounts on the same domain.
You can upgrade all your Google Apps free accounts to paid accounts.
It's all one way or the other.
Some other things to know:
- The free version will allow you to try the paid version free for 30 days through the admin console.
- The limit (these days) is 10 free accounts and you will need to upgrade before you can add more.
- If a yearly payment plan is not for you, there are google apps partners (consultants) who will allow you to pay them monthly instead.
24 accounts would be $100 per month.
