Set up Imap with gmail (instead of POP3). After you set up user accounts in google Apps, You can use IMAP in google Mail to synchronize mail messages in outlook with their gmail folders. All the folders on their outlook clients will be recreated in Gmail and synchronized both ways. Also encourage users to use the online gmail and archive everything instead of deleting it. Searching for mail messages in gmail is a LOT faster than searching outlook PST files.
